A Message From the Mayor

Welcome to our great City of Portage, Indiana. Thank you for taking the time to visit our website and see all that we have to offer. Our City has experienced significant progress in a short amount of time and continues to move forward in a positive way. Our location at the southern tip of Lake Michigan brings added value to our citizens and visitors alike. We are a city that nearly 37,000 residents call home. Portage is a family friendly city that is both affordable and enjoyable to live, work, play and stay.

Our city has many service organizations, a strong faith and business community and most importantly citizens who care deeply about their neighbors, friends and family. We are a community of hard working people with a commitment to keeping our city safe, clean, and prosperous. Our opportunities are endless and there is no stopping us now. Duties of the Clerk-Treasurer's Office 

  • Billing and Collections - In addition to coordinating billing and processing invoices, the Clerk-Treasurer handles ambulance billing and collects money for permits.
  • Code Enforcement - The Office of the Clerk-Treasurer coordinates code enforcement for non-traffic ordinances.
  • Payroll and Employee Benefits - The Office of the Clerk-Treasurer manages payroll and employee benefits for city employees.

Portage Fire Department is a progressive, active fire department where hard work, dedication and intense training are a must. PFD is a 62-member department who works the customary 24 / 48 duty rotation. There are 47 Firefighters cross-trained as paramedics and all of our Firefighters are Emergency Medical Technicians.

Emergency Management

Emergency Management is charged with updating our City's emergency response plans, coordinating efforts during disasters or other citywide emergencies and ensuring all personnel have received federally required National Incident Management System (NIMS) training.

Community Development

The Department of Community Planning and Development guides the physical and economic development of the city. The department:
  • Facilitates the translation of community values, goals, and objectives into everyday relationships with the built and natural environments
  • Assists petitioners with application procedures for the Plan Commission, Board of Zoning Appeals, and Development Review Committee
  • Provides staff support to the Plan Commission, Board of Zoning Appeals, and Development Review Committee
  • Administers and updates the City of Portage Zoning Ordinance, including Zoning Map, and Subdivision Control Ordinance
  • Prepares and maintains long-range growth strategies, including the City of Portage Comprehensive Plan, City of Portage Northside Master Plan, Central Avenue Business District Master Plan, and planning south of U.S. Hwy 6.

Building Department

The function of the Building Department is to promote public safety by enforcing building standards. Building Department services include:

  • Contractor licensing - Contractors and sub-contractors must be licensed, bonded and insured to work in the City of Portage.
  • Plan review - Construction plans are reviewed for compliance with state and local requirements.
  • Building permits - Permits authorize construction and inspections.
  • Inspections - Construction is inspected for conformance with the plan, the permit and with state and local building codes.

Traffic Commission

The Traffic Commission consists of five members each serving one year terms.  One member is appointed by the City Council.  The remaining members are by title.  The Traffic Commission's duty is to designate and maintain marks or lines upon the surface of the roadway; designate safety zones for the protection of pedestrians; place and maintain traffic control devices and signals when and as required; and regulate and permit taxi cabs within the City (see Chapter 78 Article III).  The Traffic Commission is guided by the current edition of the Indiana Manual on Traffic Control Devices (Indiana MUTCD).

Code Enforcement

 
The Code Enforcement Department enforces the Municipal Codes of the City of Portage in order to promote and protect the public health, safety and welfare of the residents of the City of Portage. Typical areas of code enforcement include:
  • The general maintenance of property including issues dealing with weeds trash, junk vehicles, etc.
  • The general maintenance of structures in conjunction with the Building Department.
  • The enforcement of Zoning Standards in conjunction with the Department of Community Planning and Development.
  • The enforcement of erosion issues in conjunction with the Engineering Department and Stormwater Management.

The issuance of citations and/or fines are authorized through the Violations Bureau.
