On October 13, 2009 the Portage City Council adopted Ordinance 09-63 and merged the Water Reclamation Board and the Stormwater Management Board into the Utility Service Board. The Utility Service Board owns and operates Portage's sanitary sewer collection system, it's Water Reclamation Facility (wastewater treatment plant), and its stormwater collection system.
The Board is made up of five (5) members. No more than three (3) members may be from the same political party. The Mayor appoints three (3) members. The City Council appoints two (2) members. Each member serves a four (4) year term.

The Utility is comprised of the following divisions:
Billing
Field
Wastewater Treatment
Stormwater Management/Engineering
The Billing Department is managed by the Board's Secretary-Treasurer. The Billing Division is responsible for managing the Utility's accounts as well as nearly 11,000 customer accounts.
The Field Division is managed by its Field Superintendent. The Field Division is responsible for the day to day operation and maintenance of the sanitary sewer collection system and the stormwater collection system.
The Wastewater Treatement Division is managed by its Superintendent. This Division manages and operates the Utility's wastewater treatment facility.
The Stormwater Management/Engineering Division is managed through the Ctiy's Department of Public Works. The Department of Public Works provides engineering services, manages the Utility's construction projects and manages the Utilitys Stormwater Management Program.
The City's Street Department installs, repairs and helps maintain the Utility's stormwater collection system.
